Who Qualifies for ICT?

Three categories of transferees under the ICT program

C61

Executives

Senior executives who direct the management of the organization

  • Directs the enterprise or a major component
  • Establishes goals and policies
  • Receives general supervision from higher executives or the board
C62

Senior Managers

Managers of managers, supervisors, or functions

  • Manages the organization or a division/function
  • Supervises and controls professional employees or managers
  • Has authority over hiring, firing, and other personnel actions
C63

Specialized Knowledge Workers

Employees with proprietary knowledge of the company's products, services, or processes

  • Possesses advanced expertise in the organization's operations
  • Knowledge not readily available in the Canadian labour market
  • Knowledge is essential to the Canadian operation

Key Requirements

Employee Requirements

  • Employed by the foreign company for at least 1 year within the last 3 years
  • Employment must be in a similar executive, managerial, or specialized knowledge capacity
  • Coming to work in the same capacity at the Canadian operation

Company Requirements

  • Qualifying corporate relationship between foreign and Canadian entities
  • Relationship types: Parent company, Branch, Subsidiary, or Affiliate
  • Canadian operation must have physical premises
  • Both entities must be actively conducting business
